Here are the swat rule (currently not in action) for the citysim server I made.
1.What is your main concern when securing a house?
2.What instruction do you give hostages?
3.What piece of equipment shouldn't be carried by a swat operative?

□ A swat member who secures buidlings and detains criminals.
□ A swat member who spies on suspicious people.

□ Military Helmet
11. What is your main concern when detaining someone?
□ The person might leave the game.
□ The person might call for help.
□ The person might retaliate or flee.

Swat Ranks:
Swat Operative
Equipment: Map
Machinegun or Shotgun & Pistol; never both variants at once
Wood Knife
Diamond or Mithril Knife; never both at once
Swat Plate carrier; never both at once
Swat Helmet
Handcuffs
a half full reserve Magazine per gun
Swat Uniform
Police Pants
Police Shoes
Diamond Pickaxe
Flashlight or torch
Tasks: Secure buildings and capture criminals.
Swat Helper:
Equipment: Map
Pistol
Wood Knife
Diamond Knife
Swat Plate carrier or Police Armor
Swat Helmet
Handcuffs
Handcuff key
Police Uniform
Police Pants
Police Shoes
Mese Pickaxe
Flashlight
Tasks: Help secure buildings, detain and question criminals and investigating after swat missions in the case.

Swat Rules:
1. If not specifically excluded all Police Rules apply.
2. You may not carry much backup ammo or unnecessary equipment. If you die or get knocked out your equipent could get captured helping the fugitive.
If backup equipment is needed a normal Police officer or additional swat member may carry those, but the person must mostly hide behind the scenes.
3. Before entering a building instruct all civilians to leave the grounds, or if they are held hostage log out of the game.
4. If you are captured do not surrender your equipment if not specifically instructed so by the fugitives. Try to drop equipment or use other tactics for it not to fall into you captor's
hands.
5. Every swat team needs 2 cars, preferebly black. Supplying officers need their own car.
6. Swat members may not sentence fugitives upon crimes that are larger than a fine. Present swat helpers may investigate afterwards though.
7. Captured fugitives should be treated as following:
-handcuffs need to be attached and not removed until teh convict is in a case except if the convict is starving.
-if the fugitives have commited murders they are to be put into teh isolation cell.
-prisoners must be strip searched and given a prison uniform:
1. they must put on a helmet, a chestplate, shoes, pants, a shirt and sunglasses or a badaclava at once (in order to ensure they haven't hidden any ite in their armor slots).
2. there invetory and craft field is to be completly cleared
3. they must put off the cloth
4. they are given a prison uniform
5. they are given food
8. Captured grenades or rockets may be used, if no danger to people or private property of civilians is present and the fugitive won't die of it.

Swat tactics:
Use the command /mrkr to mark coords.
Put of armor when pursuing a fugitive on foot.
If possible use voice chat clients like mumble or discord for quicker chat.
When securing a building position people according to their skills if possible; for example Mooncarguy is bad at pvp, so he is positoned where he can quickly get help.
Try to secure all back exits and tunnels under the house.

Additional Quickchat:
A: Fugtive spotted
B: Fugitive lost
C: Civilian Injured
D: Policeman killed or injured
E: Entering Building (use mainly when doing it secretly)
F: Building Secured
G: Captured

Quick Location chat:
First you write in which town: V for vigor, C or N for nova
Then you write the road, road system or widely known location; for example MaC for Mars Complex, Av1 for first Ave It should be discussed how those short forms are given before the mission
The you write the House, as short as possible; for example Grandh. for Grandolf's House, Townhl. for Townhall

If you can't specify your current location because there are for example a lot of similar buildings or you are outside the city,
press F5 and write down the first and third coord shown after pos: and simplyfy them; for example 334.5,-1,-123 to 335, -120.

You should also add a support rank, this rank has:
Enough food for the whole SWAT team
Enough canteens for the whole SWAT team
Enough clips/bullets for the whole SWAT team
A pistol
A few books (to write reports)
Concrete (to build cover)
requirements:
Fast at typing
Knowledge with commands
A good and understandable English
Good in moving fast to places, while staying in cover for nearly the whole time
Needs to have passed the police test and the SWAT test

(this is just what i think should be needed for the rank)

There already is a supply officer rank(a normal officer who carries all that stuff).

You should also add a sniper role, (something with a * is needed)
The role should have
*A sniper
*A glock
*Enough ammo
*Food
*Water
Mithril/diamond knife
*Binoculairs
Requirements:
Good aim
Knows when to shoot and when not to
Knowledge about commands
Good at communication
A understandable English

Good idea!
I'll add that whenwe have more swat members. This could potentially even be done by normal cops.

Normal cops should first off be support, if spare normal cops are available they could be snipers.
My question is, who will fund the snipers? They aren't really cheap
