Customize NPC

So im creating a new world, and im trying to get new NPCs (i download a bunch of mods but the NPC seem to similar) and i cant find any new ones, so i decided to create new ones, i dont want the NPC to do anything, its just decorative (i dont need it to move, follow, talk anything) do you know where i can get new skins for NPC or to create new ones?

If you're talking about player-like mobs, you can give them skins similar to those in Minecraft. There are probably skin editors out there for that.

I mean i want to put NPC like a character i can give skins too (no need for them to walk, just decorative) in my world, i never played minecraft so i dont know :x
